Jean-louis BOURLANGES

Member of Parliament, President of the Foreign Affairs Commission

Jean-Louis Bourlanges is a French politician and essayist.

Elected MoDem deputy for Hauts de Seine in 2017 and re-elected in 2022, he has chaired the Foreign Affairs Committee of the National Assembly since 2021. He graduated from the Institut d'études politiques de Paris in 1969, became agrégé de lettres modernes in 1971 and was admitted to the École nationale d'administration in 1975.

He was appointed auditor at the Court of Auditors in 1979, then referendary advisor and finally master advisor in 2008. He was a municipal councillor in Dieppe from 1983 to 1989, and a regional councillor in Haute Normandie from 1986 to 1998. He was elected Member of the European Parliament on Simone Veil's list in 1989, then re-elected in 1994 on the list of Dominique Baudis and in 1999 on that of François Bayrou.

In the European Parliament, where he sat from 1989 to 2007, he was in particular Chairman of the Committee on Budgetary Control (1993-1994), Vice-Chairman of the Institutional Committee, Rapporteur on the general budget of the Union for the year 2000, Rapporteur on the hierarchy of norms and the typology of Union acts in 2002. In 2004, he was Chairman of the Committee on Civil Liberties, Justice and Home Affairs. He was successively associate professor at the Bologna Centre at John Hopkins University (1973-74), visiting professor at Saint Cyr Coëtquidan (1983-1989), then professor at the Institut d'études politiques de Paris (2002-2015).

Jean-Louis Bourlanges is a member of the Board of Directors of the Jacques Delors Institute. He is the author of Droite année zéro ( and Le Diable est il européen 1992).
